New York, for the whole state, including Philadelphia and Pittsburgh. Not Washington DC, even though it's closer to Pittsburgh, and not Chicago.
One state, two very different trips to the Consulate
Doing it yourself means two weekday visits to 12th Avenue, about four business days apart, during visa office hours (9:00 AM–3:00 PM). From the Philadelphia side that's two long day trips. From the Pittsburgh side it's two flights or two very long train rides.
| From | To the Consulate | Usual way in | Doing it yourself, twice |
|---|---|---|---|
| Philadelphia & suburbs | ~95 mi | Amtrak to Penn Station (about 1.5 hours), or SEPTA plus NJ Transit via Trenton | Two day trips with train fares and a walk west to 12th Avenue |
| Lehigh Valley | ~85–90 mi (Allentown, Bethlehem) | Bus to Port Authority, or a drive with Midtown parking | Two half-days or longer |
| Harrisburg & Lancaster | ~160–170 mi | Amtrak Keystone, roughly 3 to 3.5 hours | Two full days |
| Northeast PA | ~120 mi (Scranton, Wilkes-Barre) | Bus or a drive | Two long days |
| State College | ~240 mi | Bus or a drive; no direct train | Two very long days, often overnight |
| Pittsburgh & Erie | ~370–420 mi | A flight, or Amtrak's Pennsylvanian from Pittsburgh (about 9 hours) | Two trips with flights or hotels, likely two days off each time |

Philadelphia and Pittsburgh both use New York
Philadelphia: there's no Chinese consulate in Philadelphia. The city, its suburbs and the rest of eastern Pennsylvania all apply through the New York Consulate.
Pittsburgh: this is where people go wrong. Washington DC is about 250 miles from Pittsburgh, closer than New York, and Chicago feels like the Midwest's natural choice. But the Chinese Embassy in Washington only serves its own list of states, and Chicago covers states like Illinois and Michigan. Pennsylvania belongs to New York, east to west.
Pick New York in COVA. That choice is locked once you submit, and picking the wrong office usually means starting over. If that's already happened, read what to do if you selected the wrong consulate.

Erie, Pittsburgh and the Ohio border: Ohio residents use New York too. If you've lived in Ohio and Pennsylvania, your current state of residence decides, and both mean New York.

Researchers, business travellers and families
University and research travel
Penn, Carnegie Mellon, Pitt, Penn State and Temple send faculty and students to conferences and collaborations in China. Many travel on non-U.S. passports, which changes the visa fee, so tell Mandy your nationality first.
Business trips
Pharmaceutical teams around Philadelphia, technology and robotics in Pittsburgh, and manufacturers across the state often need an M business visa with an invitation letter from the company in China.
Families and holidays
Visiting relatives or travelling as a family? Children need their own application and parent documents. See China visas for children before you start.
How long a China visa takes from Pennsylvania
Mail from the Philadelphia area is usually quicker than from Pittsburgh or Erie, but once your passport is submitted, the Consulate's stage is the same for both. Flying soon? Ask Mandy before you apply.
Mail from Pennsylvania usually takes one to three business days by USPS Priority Mail, longer from the western part of the state. Estimates, not guarantees. More on China visa processing times.
Standard $449 · Express $494 per applicant, total price — no extra $140 government fee. See China visa cost and government fees.

Which Chinese consulate handles Pennsylvania?
The Chinese Consulate General in New York handles China visas for all of Pennsylvania, including Philadelphia, Pittsburgh, Allentown, Harrisburg and Erie. In COVA, choose New York as your consulate.
Is there a Chinese consulate in Philadelphia?
No. There's no Chinese consulate in Philadelphia, or anywhere in Pennsylvania. Philadelphia residents apply through the New York Consulate, about 95 miles away on 12th Avenue in Manhattan.
Which Chinese consulate handles Pittsburgh: New York or DC?
New York. Washington DC is closer to Pittsburgh, but the Chinese Embassy only serves its own list of states, and Pennsylvania isn't on it. Chicago doesn't serve Pennsylvania either. Pittsburgh applicants choose New York in COVA.
Do Pennsylvania residents have to travel to New York City for a China visa?
Only if you do it yourself, and then twice: once to submit your passport and again about four business days later to collect it. That's two Amtrak round trips from Philadelphia, or two flights or nine-hour train rides from Pittsburgh. With ChinaVisaMail, we handle the in-person submission and pickup for you, and you never go to the Consulate.
Can I get a China visa by mail from Pennsylvania?
Yes, but not to the Consulate itself, which only takes passports in person. You mail it to ChinaVisaMail instead, once COVA shows Passport to be Submitted and we've emailed you the New York instructions. That works the same from Philadelphia, Scranton or Erie.
Can an agent submit and pick up my passport?
Yes, and no power of attorney is needed. New York lets a representative hand in and collect your passport, which matters most in western Pennsylvania: a 370-mile trip, made twice, becomes one tracked envelope. We handle the in-person passport submission and pickup on your behalf.
How long does a China visa take from Pennsylvania?
Mailing usually adds one business day from the Philadelphia area and two or three from Pittsburgh or Erie. After submission in Manhattan, the Consulate's stage is approximately 4 business days for Standard or approximately 3 for Express. Our end-to-end estimate, from when we receive your passport, is 11 to 13 business days (Standard) or 8 to 11 (Express). Estimates, not guarantees.
How much does a China visa cost from Pennsylvania?
From Pittsburgh, going yourself usually costs two flights or two nine-hour train rides, plus hotels; from Philadelphia, two Amtrak round trips and two working days. The government fee is the same either way: $140 for U.S. citizens (any entry type, through December 31, 2026) or $23 to $68 for other passports. Mandy confirms your total, including our service, before you mail anything. See our China visa cost and government fees guide.
I'm an international student at a Pennsylvania university. Can I use your service?
Usually, yes. Foreign nationals legally living in Pennsylvania, including students at Penn, Carnegie Mellon, Pitt, Penn State or Temple and green card holders, apply through the New York Consulate. Non-U.S. passports pay a different fee, $23 to $68 by entry type through December 31, 2026, so start by telling Mandy your nationality and status.
From Philadelphia or Pittsburgh, skip the New York trips
From Philadelphia's suburbs to Erie, you do the online part and the mailing. We handle the in-person passport submission and pickup at the New York Consulate on your behalf, and there's no payment before you mail.
No forms or commitment to ask. Mandy replies within 1 business day.
