Which States Use the Washington DC Chinese Embassy?
Your Chinese consulate is determined by your current state of residence — not where you were born, not where you're flying from, not which consulate is geographically closest to you. If you live in any of the states below, the Washington DC Chinese Embassy is your consulate for China visa applications.
Check your exact state in seconds with our consulate jurisdiction lookup tool. Select your state and get an instant answer — which consulate, whether we serve it, and what to select on COVA. All 18 states listed above are served today — dedicated city-level guides for the states marked "coming soon" are in progress; email Mandy directly in the meantime and she'll help immediately.
The Houston Consulate Is Closed — What Texas, Florida & Georgia Residents Need to Know
The single most common mistake for applicants from Texas, Florida, Georgia, Louisiana, Mississippi, Oklahoma, Arkansas, and Alabama is selecting the wrong consulate on COVA — because many guides still list Houston as an active option.
The Chinese Consulate General in Houston was permanently closed in July 2020. It does not exist. All former Houston jurisdiction states were transferred to the Washington DC Chinese Embassy. If you live in Texas, Florida, or any of the states above and select Houston on your COVA application, it will be rejected.
- Houston — permanently closed July 2020. Does not exist. Will cause rejection.
- Chicago — only for Midwest states (Illinois, Indiana, Iowa, etc.). Not for any southeast or south states.
- San Francisco or Los Angeles — only for Western US states.
Country/Region: United States of America
City (Embassy/Consulate): Washington D.C.
This applies to every state on this page — Texas, Florida, Virginia, Georgia, Maryland, North Carolina, and all others listed above.

How the DC Embassy Mail-In Process Works — Step by Step
The process for DC Embassy states is identical to our SF and LA Consulate service — the only difference is which embassy Mandy drives to. Here is exactly what happens from start to finish.
Go to consular.mfa.gov.cn/VISA/ and complete your China visa application. When asked to select your consulate, choose Washington D.C. Upload your photo (33×48mm, JPEG, white background). The DC Embassy COVA preliminary review takes just 2–5 business days — the fastest of any US consulate.
Once your COVA shows "Passport to be Submitted" status, go to ChinaVisaMail.com/apply and fill out your service details. Mandy replies within 1 business day with your mailing address, a personalized document checklist, and payment instructions. Payment is never required before mailing your passport.
Before placing your passport in any envelope, photograph your passport photo page and every existing China visa page. Save to both your phone and cloud backup. This takes 2 minutes and gives you a complete record throughout the process.
Mail your passport via USPS 2-Day Priority Mail with tracking to the address Mandy provides. Passport only — no forms in the envelope unless Mandy specifically requests them. Keep your tracking number and share it with Mandy after mailing.
The moment your passport arrives, Mandy sends you a confirmation email. Same business day, every time. You know your passport is safe and in Mandy's hands before the end of that day. If any document is missing or needs attention, she contacts you immediately.
Mandy personally delivers your passport to the Chinese Embassy Visa Section, 2201 Wisconsin Avenue NW, Suite 110, Washington DC. She submits your application at the window, returns to pick it up after processing, and verifies your visa is correct before shipping it back.
Mandy ships your passport back via tracked USPS Priority Mail directly to your return address. You receive a tracking number so you can monitor delivery. When it arrives, check your name spelling, passport number, visa type, dates, and number of entries. If anything appears incorrect, contact Mandy immediately.
DC Embassy Processing Time & All-Inclusive Pricing
Why DC Embassy Is Actually Faster Than Other Consulates
One of the biggest advantages of the DC Embassy for your China visa application is the COVA preliminary review speed. While the SF Consulate currently takes 10–12 business days for COVA review and the LA Consulate takes 5–7 days, the DC Embassy typically completes review in just 2–5 business days. That means you can mail your passport significantly faster after submitting COVA online — a real time advantage for your planning.
| Stage | Standard | Express | Notes |
|---|---|---|---|
| COVA preliminary review | 2–5 business days | 2–5 business days | DC Embassy — fastest in the US |
| USPS transit to us | ~2–3 business days | ~2–3 business days | USPS 2-Day Priority Mail |
| Our review & prep | 1 business day | 1 business day | Document check + embassy scheduling |
| DC Embassy processing | 4 business days | 3 business days | Embassy official processing time |
| Return shipping to you | ~2–4 business days | ~2–4 business days | USPS Priority Mail tracked |
| Total after COVA approval | ~10–14 business days | ~8–11 business days | After "Passport to be Submitted" |
All-Inclusive Pricing — No Hidden Fees
The price you see is the total you pay. Embassy fee, drop-off, pickup, and return shipping are all included. No line items billed separately, no surprise charges after you mail your passport, no additional fees at pickup.
Payment is accepted via Venmo, Zelle ([email protected] — shows as Carefree Charters LLC), check, or money order payable to Carefree Charters LLC. Payment instructions are sent after you receive Mandy's reply email. Payment is never required before mailing your passport.
Six Reasons Residents Across 18 States Trust Us With Their Passport
Mailing your passport to anyone requires trust. Here is exactly what you get when you work with ChinaVisaMail — and why applicants from Texas to Puerto Rico choose us over going in person or using a generic service.
$449 Standard. $499 Express. That is the total. Embassy fee, drop-off, pickup, and tracked return shipping are all included. What you see is what you pay — nothing more at any stage.
The moment your passport arrives, Mandy sends you a confirmation. Same business day, every time. You know your passport is safe and in good hands before the day is over — not days later.
Mandy communicates fluently in English and Mandarin (普通话). For Chinese-American families who prefer to discuss their application in Mandarin — that option is available throughout the entire process.
Nothing is outsourced to a sub-agent or third party. Your passport goes from your hands to Mandy's hands to the embassy window — nobody else touches it. That is not standard in this industry. It is what makes ChinaVisaMail different.
Texas, Florida, Virginia, Georgia, Maryland — every state has its own dedicated guide explaining the DC Embassy process, distances, COVA instructions, and what to expect. Not a generic form. Real guidance for your specific state.
After picking up from the embassy, Mandy ships your passport back via tracked USPS Priority Mail directly to you. You receive a tracking number. You watch it travel from our hands to your door — no uncertainty at any stage.
Mail your passport to Mandy — she handles the DC Embassy on your behalf and sends it back to your door with your China visa inside. All-inclusive. Bilingual. Personal. $449.

I'm Mandy Li, founder of ChinaVisaMail.com and a bilingual English and Mandarin China visa specialist based in the San Francisco Bay Area. I handle every application personally — your passport is never passed to a sub-agent or third party. When you mail your passport to ChinaVisaMail, it goes directly to me.
I've been handling China visa mail-in service since 2017. I know what the embassy looks for, what causes delays, and how to move things along efficiently. For DC Embassy applicants specifically — I know that the 2–5 day COVA review is your biggest advantage, and I help you take full advantage of that speed once your passport is ready to ship.
Washington DC Chinese Embassy — Visa Section Details
The Chinese Embassy has two separate addresses. Visa applications go to the Visa Section — not the main embassy building. This is one of the most common sources of confusion for applicants who attempt to visit in person.
- Main Embassy Building (NOT for visa applications): 3505 International Place NW, Washington DC 20008
- Visa Section (correct address for applications): 2201 Wisconsin Avenue NW, Suite 110, Washington DC 20007
- Address: 2201 Wisconsin Avenue NW, Suite 110, Washington DC 20007
- Hours: Monday–Friday, 9:30am–2:30pm (except US and Chinese holidays)
- No appointment required for walk-in passport submissions
- No flight or hotel booking required for tourist (L) visa applications (removed January 2024)
- COVA preliminary review: 2–5 business days
- Standard processing: 4 business days after drop-off
- Express processing: 3 business days after drop-off
ChinaVisaMail handles all in-person contact with the Visa Section on your behalf. You mail your passport to us and never need to visit either address in person.
No Flight Booking or Hotel Reservation Required in 2026
As of January 1, 2024, the Chinese Embassy no longer requires flight bookings or hotel reservations for tourist (L visa) applications. This requirement was permanently removed. You do not need to book any travel in advance to obtain your China tourist visa.
What you do need for a standard tourist visa application:
- Valid US passport (6+ months validity beyond your return date, at least one completely blank visa page)
- Completed COVA application showing "Passport to be Submitted" status
- Compliant 33×48mm passport photo (JPEG, white background, 40–120 KB, both ears visible)
After submitting your service request at ChinaVisaMail.com/apply, Mandy sends you a personalized checklist for your specific visa type within 1 business day. Business (M), family visit (Q), and other visa types may require additional documents.
