The Houston Consulate Is Closed — What Texas, Florida & Georgia Residents Need to Know

The single most common mistake for applicants from Texas, Florida, Georgia, Louisiana, Mississippi, Oklahoma, Arkansas, and Alabama is selecting the wrong consulate on COVA — because many guides still list Houston as an active option.

The Chinese Consulate General in Houston was permanently closed in July 2020. It does not exist. All former Houston jurisdiction states were transferred to the Washington DC Chinese Embassy. If you live in Texas, Florida, or any of the states above and select Houston on your COVA application, it will be rejected.

2024 Policy Update — Good News

No Flight Booking or Hotel Reservation Required in 2026

As of January 1, 2024, the Chinese Embassy no longer requires flight bookings or hotel reservations for tourist (L visa) applications. This requirement was permanently removed. You do not need to book any travel in advance to obtain your China tourist visa.

What you do need for a standard tourist visa application:

  • Valid US passport (6+ months validity beyond your return date, at least one completely blank visa page)
  • Completed COVA application showing "Passport to be Submitted" status
  • Compliant 33×48mm passport photo (JPEG, white background, 40–120 KB, both ears visible)
