Cleveland, Columbus and Cincinnati: all New York
Chicago is the natural guess from Ohio, and it's wrong. The Chicago Consulate serves Midwest states such as Illinois, Indiana and Michigan. Ohio is assigned to New York, together with Pennsylvania, New York State and New England.
Your consulate is set by where you live now, not where you work, study or were born. A Cincinnati resident who commutes to Kentucky still applies through New York.
