What Changed for Idaho, Montana & Wyoming Residents

On June 29, 2024, the Chinese government officially adjusted its consulate jurisdiction map across the United States. Idaho, Montana and Wyoming were transferred to the San Francisco Chinese Consulate — the same consulate that serves Northern California, Nevada, Oregon, Washington, and Alaska.

This matters because: if you applied for a Chinese visa before June 2024, you likely used a different consulate (often Chicago or Washington DC). That consulate is no longer your assigned jurisdiction. All future applications from these three states must go through SF at 1450 Laguna Street, San Francisco, CA 94115.

Already sent your application to the wrong consulate? If you submitted a COVA form selecting Chicago or another non-SF consulate, it will be rejected — COVA consulate selection cannot be changed after submission. Contact us before restarting. We guide Idaho, Montana and Wyoming applicants through the correct COVA setup at no extra charge.
Why were these states moved? The June 2024 jurisdiction update was a broad US-China diplomatic realignment affecting multiple consulates. Idaho, Montana and Wyoming had previously been split between different jurisdictions — the 2024 update consolidated all Rocky Mountain and Pacific Northwest states under SF. See our full SF jurisdiction guide for a complete state-by-state breakdown.

How China Visa Renewal by Mail Works

  1. 1
Complete COVA online — consular.mfa.gov.cn/VISA/, mandatory since September 30, 2025. Critical: Select San Francisco as your consulate — not Chicago, not DC. This is the most common mistake for Idaho, Montana and Wyoming applicants since the 2024 jurisdiction change. Cannot be corrected after submission. We guide you through this.
  2. 2
Submit your application here — fill out our simple form at /apply. We reply within 1 business day with payment instructions and your mailing address.
  3. 3
Mail your passport — ship via USPS 2-Day Priority Mail with tracking from any post office in your state. Transit to our SF Bay Area office: 2–3 days from Boise, 3–4 days from Montana and Wyoming.
  4. 4
We handle San Francisco entirely — consulate drop-off at 1450 Laguna Street, processing, pickup, and tracked return shipping to your address. All fees included, nothing extra to pay.

Frequently Asked Questions

When did Idaho, Montana and Wyoming switch to the San Francisco consulate?
June 29, 2024. Before this date, residents of these states used different consulates (typically Chicago or Washington DC). The June 2024 jurisdiction update moved all three states to SF. If you applied before June 2024 and are renewing now, you must use the SF consulate — not your previous one.
I selected the wrong consulate in COVA — can I change it?
No. Once a COVA application is submitted, the consulate selection cannot be changed. You must start a completely new COVA application and select San Francisco. This is the single most common mistake for Idaho, Montana and Wyoming applicants. Contact us before starting COVA and we'll walk you through the correct setup to avoid having to restart.
Do I have to go to San Francisco in person?
No. The SF consulate accepts applications from authorized agents on your behalf. You mail your passport to us from anywhere in Idaho, Montana or Wyoming — we physically drop it off at 1450 Laguna Street, San Francisco, monitor processing, pick it up, and return it to your door via tracked mail. All fees included.
